Adds EncoreManifest and validated EncoreEntrypointsLoader::fromFile()/editorStyles() APIs plus opt-in SmallStyleConfigurator. Local asset paths remain confined by the existing filesystem policy; invalid optional entries do not discard valid frontend entries.
Validation: PHPCS and PHPStan pass; PHPUnit 248 tests / 588 assertions (one existing suite-dependent skip; the isolated hook fallback test passes). Documents theme entrypoints and prepares stable 1.2.0.
