test(setup): account for native provider startup

Summary

• keep the production signer inspection timeout and five-second process-tree cleanup unchanged
• allow the Windows regression assertion to include native 64-bit PowerShell provider startup
• retain a 9.5-second assertion under the existing 10-second hard subprocess timeout

Evidence

• release run 31749597422 returned the correct timeout code twice but measured 8.735s and 8.078s against the old 8s assertion
• targeted timeout test passed three consecutive local runs
• tests/test_build_profiles.py: 11 passed
