Remove stale develop branch references from CI/CD - #127

Address PR #126 review feedback: dependabot.yml, ci.yaml, and docker.yaml still referenced the develop branch which no longer exists. Also remove redundant cache-purge.yaml superseded by per-environment purge workflows.
