Summary

• Bump the packaged Bisq desktop release from 1.10.1 to 1.10.2.
• Update the StartOS version metadata and release notes to 1.10.2:0.
• Keep the existing Bisq PGP signer fingerprint; upstream 1.10.2 is signed by B493319106CC3D1F252E19CBF806F422E222AA02.

Checked the current Start9 packaging docs for README, Instructions, Versions, and Makefile requirements:

• README.md already documents the StartOS-specific runtime, volumes, interfaces, actions, backups, dependency, limitations, unchanged upstream behavior, and AI quick reference.
• instructions.md is user-facing, avoids internal build details and version numbers, and covers setup, interfaces, actions, and limitations.
• Version metadata uses 1.10.2:0, matching StartOS ExVer guidance for a stable upstream bump with downstream revision 0.
• The repo keeps its existing version-file naming convention from CONTRIBUTING.md; no unrelated migration to the newer current.ts layout is included.
• Makefile remains x86-only as declared by ARCHES := x86, matching Bisq's Linux desktop artifact availability.
