Entries were easy to miss: nothing checked for them, and neither `/create-commits` nor `/create-pr` mentioned the CHANGELOG (#298, #299, #301 and #303 were all opened without one).

  • `.github/workflows/changelog.yml`: fails a PR that doesn't change `CHANGELOG.md`, unless it has the `no-changelog` label (created). Runs on PRs into any branch, so stacked PRs are checked too, and re-runs when a label is added or removed. Separate from `ci.yml` so labeling a PR doesn't re-run the tests.
  • `/create-pr`: a new step before writing the PR: draft the entry and commit it, or say why none is needed and add the label.
  • AGENTS.md: the existing skip rule now says to use the label.

Release/2.1 picks this up at the next sync of `main`.

/create-pr now drafts the entry, or adds the label, before opening the PR.
