RETIREMENT.md— marks Phases 1-4 complete, Phase 5 active, cooling-off start2026-09-02, and earliest archive review2026-09-16;docs/STATE.md— records final truthful/product/publication baselines, current four-workflow safety surface, and the no-more-work-until-archive-gate rule;docs/CONTEXT_BUNDLE.md— gives humans/automation/agents the same resume semantics and explicitly prevents a barecontinuefrom inventing new WBAB implementation work during cooling-off.Landed evidence this reconciles

No further implementation is justified solely to keep work moving. Until
2026-09-16, only a real dependency, security-critical issue, or retirement-integrity issue can justify a bounded change. At or after that date, perform the #61 archive-gate review.The repository CI intentionally ignores Markdown-only changes, so no Product Qualification or manufactured CI run is expected for this PR.
