Enable dynamic reconfiguration of grid cell size and resolution at runtime

Currently, the particle-filter statistics grid and the radar grid map are fixed at startup. Changing cell size or resolution requires restarting the node, limiting flexibility for experiments or on-the-fly adjustments.
