Why

Defines the Hansard Chat Session CUJ in machine-readable form — the central regression artifact for the cyclomatic-complexity refactor project. The JSON plan describes the exact user journey (launch → sitting overview → chat thread → scroll) that must not break across every future refactor in this area.

What changed

• New file .evidence/cuj-hansard-chat-session.json with runner: xctest
• launch.environment seeds fixture 45-1-HAN050-E (Tuesday November 4, 2025 — contains Carney + Poilievre attributed speeches and the first intervention by Hon. Randeep Sarai)
• 4 screenshot points: 00-home-baseline.png, 01-sitting-day-overview.png, 02-chat-thread-top.png, 03-chat-thread-scrolled.png
• 13-step sequence: launch → anchored wait (Home) → screenshot → openURL → anchored wait (SittingView) → screenshot → tap → anchored wait (speech bubble) → seconds wait → screenshot → swipe up → seconds wait → screenshot
• All navigation-gating waits use anchored targets; fixed-seconds waits are post-action settle delays only (≤1.5s)
• First subject of business in HAN050 is "Foreign Affairs" (not "Statements by Members") — tap target and wait anchor updated accordingly; noted in _doc
• Existing .evidence/pr-542.json and .evidence/regression-parliament-calendar.json are not modified

Verification

• No app code changed; no build required.
• evidence CLI not present on PATH in this environment; schema validation (evidence capture-pr --plan .evidence/cuj-hansard-chat-session.json --before-ref HEAD --after-ref HEAD --pr 542 --repo RiddimSoftware/epac --output /tmp/plan-validate) could not be run locally. JSON is structurally consistent with regression-parliament-calendar.json (same top-level shape; xctest-specific fields tap, anchored wait, swipe verified against Evidence package source at /Users/sunny/code/evidence/Sources/Evidence/EvidencePlanRunner.swift).
• Existing plans unmodified: git status .evidence/pr-542.json .evidence/regression-parliament-calendar.json → clean.
