- Updated PetaLibrary rates from FY26 to FY27 in "allocation_tiers.md"
- Updated PetaLibrary invoice in 'billing.md" to reflect revised invoices that include unique identifiers.
- Revised relevant of the text in "billing.md" to reflect how invoices are sent, and to include mention of unique invoice identifiers.
