CU Anschutz users have a hard cap of 200 concurrent jobs across all QoS types — including
normal, which system-wide allows 1000. This limit has been in place for a while but was never documented, causing unexpected job rejections for users.This PR adds callouts in the CU Anschutz hardware section and the QoS table to make this limit more visible, with a GNU Parallel workaround link.
