Records the in-memory -> Postgres persistence pass: per-target refuted/repaired/decision table, target->repo->migration->test map, the five chained Alembic migrations (0024-0028), the eleven FORGE_*_BACKEND env flags (all default memory), and green-gate proof (ruff clean; 3688 passed / 53 skipped on pgvector :5433). 10 in-memory stores now Postgres-backed behind their frozen Protocols (env-flagged, memory default); migrations 0024-0028; 3688 tests green on pgvector. Plus service-hive/forge org URL normalization across README + docs. 🤖 Opened for human review (self-merge intentionally not used).
