Phase 4's Starlight docs app at
apps/sietchwas already scaffolded and building, but the repo metadata hadn't caught up. This PR marks Phase 4 done in the README, addssietchto the packages table and layout tree, introduces apnpm docsscript mirroringpnpm demo, and bumps thebetter-authpeer range in the installation doc from^1.2.0to^1.6.0to match what@arrakis/fremenactually requires.
