SECURITY.md carries the spine's reporting section verbatim plus this repo's scope section (reporting only, no assurance claims); CODE_OF_CONDUCT.md is byte-identical to the spine's (sha256 2cbf021e...); CONTRIBUTING.md states this repo's real CI gate and the spine-governed lane reality; DECISIONS.md gains one canonical entry.
