fix: admit confirmed legacy IBKR baselines

Summary

• Mark the confirmed legacy IBKR TQQQ, Global ETF Rotation, and Russell Top50 baselines as eligible for the separate live-continuity path.
• Preserve candidate policy: these profiles remain runtime_enabled=false, can_switch_live=false, and blocked for new live promotion.
• Regenerate the management-console catalog and add a regression test for RECONCILE_ONLY admission.
