Before platform workflows may consume the control-plane service inventory as a GitHub Variable, recursively reject secret-shaped nested fields in CLOUD_RUN_SERVICE_TARGETS_JSON while allowing explicit Secret Manager references. Includes regression coverage and documents the variable/Secret boundary.
