feat(console): show read-only runtime target status

Summary

• Add a collapsed, low-frequency operator board for verified platform runtime status.
• Read only the central runtime-target-lifecycle API; the board cannot enable targets, change strategies, or place orders.
• Show missing or stale monitoring as unavailable or attention instead of inferring normal operation.

Validation

• Regenerated Worker page assets.
• Passed syntax checks for the console source, generated asset, and Worker.
• Passed 138 targeted Python tests for runtime lifecycle and settings.
