feat: require explicit benchmarks for strict monitoring

Summary

• add a validated monitoring-only benchmark catalog for strategy profiles
• let lifecycle monitoring fail closed when strict mode lacks an explicit benchmark or sufficient benchmark data
• add CLI inputs and focused coverage without changing broker or promotion authority

Validation

• ruff check on changed lifecycle files
• 25 focused lifecycle tests
