Superseded by the current QPK mainline: the branch predates the staged-pin and consumer-PR lifecycle changes; merging it now would reintroduce an obsolete snapshot of those workflows. |

Pins the QPK release/sync workflows to immutable action SHAs and documents the release-set boundary and token scope.
Tests:
