Prevents a successful CI run from deploying Cloud Run when the merged change is an automated QPK dependency pin alignment. The explicit marker also prevents this workflow guard from deploying itself when merged. Manual workflow dispatch and ordinary releases remain eligible for their existing deployment controls.
No strategy configuration, runtime target, scheduler, or broker behavior is changed.
