Stops each Cloud Run deployment matrix job from reconciling traffic and legacy schedulers for every configured service. The reconciler now supports an explicit service filter, and the workflow passes the current matrix service. This removes concurrent cross-service update-traffic races observed in PAPER and HK while retaining target validation and per-service drift repair.
