Prevents per-service Cloud Run sync plans from silently removing LONGBRIDGE_STRATEGY_PLUGIN_MOUNTS_JSON supplied by the target GitHub Environment. A per-service target still overrides it explicitly. Regression coverage proves the mount survives while an unrelated snapshot path does not fall back across targets. This restores shadow plugin visibility only; it does not authorize allocation mutation or broker orders.
