Adds an explicit allow_paused_dry_run switch to the internal Cloud Run invocation workflow. It is accepted only for /dry-run, temporarily resumes a paused precheck scheduler, and uses an EXIT trap to restore PAUSED even when invocation or polling fails. It cannot enable /run or live execution.
