fix: safely retry pre-submission execution blocks

Summary

• retry a funding or technical execution block only when no broker order request occurred
• acquire and honor the durable claim immediately before the first broker request
• preserve historical early claims as non-blocking so they do not lock a no-order period
• send one funding alert, then use bounded scheduler backoff and the remaining execution window
• update the platform to the verified shared QuantPlatformKit pin
