fix: decouple Binance reconciliation target loading

Summary

• resolve the canonical runtime target directly in the no-order reconciliation script
• avoid execution-only settings validation blocking frozen-baseline evidence collection
• retain frozen-target and credential gates unchanged

Validation

• .venv/bin/python -m pytest -q (253 passed, 20 subtests)
• targeted tests (11 passed)
• git diff --check

Scope

No execution, baseline mutation, or broker write path is added.
