Adds compatibility for the shared QSL notification route. Runtime error notifications, the live runtime, and heartbeat now prefer
QSL_GLOBAL_TELEGRAM_CHAT_IDand retainGLOBAL_TELEGRAM_CHAT_IDas the fallback.No workflow, secret, deployment, or trading behavior is changed.
Validation:
uv run --frozen --extra test pytest -q tests/test_runtime_config_support.py tests/test_main_runtime_error_notification.py tests/test_runtime_workflow_heartbeat.py(29 passed).
