fix: alert when SOXL P1 research data is deferred

Why

SOXL P1/P3 runs can finish with P1 deferred because the provider refuses SIP data access. The optimization watcher then sees no comparable performance artifact and reports a successful skip, leaving the strategy outside the monitoring loop.

Change

• consume a trusted P1 terminal status when comparable metrics are unavailable
• create one deduplicated, high-severity, issue-only finding for a deferred input
• map the SOXL workflow to its strategy profile
• do not create research tasks, change parameters, deploy code, or access broker paths

Verification

• targeted strategy-watch, watcher-runner, and workflow tests passed
• git diff whitespace check passed
