Adds an interface that allows to run the projection and diagonalization without assuming the cartesian product structure of the subspace. Additionally, it prevents incorrect lists of strings from being passed to DICE, which causes unexpected results. Lastly, it adds an option to symmetrize pairs of alpha-beta determinants, as suggested by @kevinsung
There is the accompanying pull request to modify how DICE reads input files and combines the determinants.
