The osqp 1.1.3 declaration conflicted with the old 1.0.5 lock pin, preventing CI installation. Update the exact lock to osqp 1.1.3 and Ruff 0.17.1, retain the existing build dependencies, and add a regression check that declared constraints agree with lock pins across the supported Python and OS targets.
Validation: a clean environment installed the exact lock, dependency compatibility checks passed, and the full suite passed with 553 tests and 1 skip (80.77% coverage). Ruff checks and formatting pass; all 8 hosted checks passed on the final PR head.
