Adds corporate-action entitlement/payment/split terms and a frozen halt calendar, with point-in-time capture timestamps, payload digest verification, and invalid-input guards.
Fixes Windows staging-owner cleanup races by serializing owner acquisition, stage creation, retirement, handle closure and unlink with the GC lock. Archive file URIs now preserve device/UNC roots and decode literal percent escapes once. Windows tests use extended-length temporary paths without registry changes, and Windows Python 3.12 is added to CI while preserving existing required Linux check names.
Validation: isolated locked Python 3.12 environment; 602 passed, 1 skipped on Windows; all pure branch-coverage gates passed (overall 81.84%); Ruff lint/format and pip check passed. Regressions cover all five previously failing cases, exception cleanup, atomic stage creation and literal-percent URI round trips. This supersedes the earlier Windows failure report.
