Phase-3 activation gap: docker/.env feeds compose substitution only — the new flag never reached container env (the activation script fail-closed correctly, exit 2). Adds the ${STAGE_E_STREAMING_ENABLED:-False} passthrough to both services; default False keeps streaming dormant for any fresh deployment. Compose config validates.
