Closing as superseded — this PR duplicates the fix already merged in #464 (fix(OperationsCenter): suppress zero-finding custodian sweep Plane noise, merged 2026-07-14T19:37:09Z as 044205f). This branch predates that merge and its diff against current main would revert #464/#466/#467/#468/#469 (1487 lines). The pr-review watcher has been polling this PR every ~2 minutes since 15:41Z with an unresolvable rebase conflict (content already landed via a different PR). Closed by watchdog to free the review watcher's poll slot; no code change needed here.
