Sobre a PR
adiciona a central de notificações ao pda, também muda diversos avisos que previamente utilizavam o rádio para que utilizem esse novo sistema. exemplos como security records, skippar bounties, anuncio de meteoro, etc.
além disso, diminui a frequencia de eventos aleatorios como a estação ficando sem energia.
(nota: ainda n sei se remover a voiceover dos anuncios é uma boa. alguem foi ao trabalho de fazer a dublagem no fim das contas, n quero negar o esforço)
Por quê? / Balanceamento
o sistema atual polui o chat severamente, seja em quesito de texto e de audio. com esse sistema, vai existir mais paz, e vai ser mais fácil de ler coisas como eventos de anomalia na estação, e alertas de segurança. por mais que inicialmente irá levar a uma queda na atenção das pessoas, acho que no longo prazo (assumindo um incentivo grande) isso vai melhorar significativamente além do que era antes.

há grupos de notificação, ou seja, certos grupos de pessoas que, baseado no id inserido no pda, são notificados. baseados em yaml
vai existir um boolean pra notificações mais urgentes que fazem o pda fazer barulinho ou vibrar
talvez um coiso na aba de config do pda?
ainda estou indecidido se vou fazer um cache dos grupos de notificação ou se o sistema vai apenas interar utilizando EntityQueryEnumerator.
