chore: rustfmt the tree and enforce it in CI - #34
Merged

Conversation
The tree drifted from rustfmt (12 files), so every substantive PR kept absorbing unrelated formatting churn. This formats everything once and adds 'cargo fmt --all -- --check' to CI so drift can no longer land. Also fixes CONTRIBUTING, which referenced a rustfmt.toml that does not exist (the default config is the standard).

The tree had drifted from rustfmt (12 files), so every substantive PR absorbed unrelated formatting churn. This PR formats everything once and adds a
cargo fmt --all -- --checkgate to CI so the drift cannot land again. It also fixes CONTRIBUTING, which referred to arustfmt.tomlthat does not exist.
