refactor(jobs): migrate pingcap/tidb-tools to the job-folder layout

Part of the stacked migration for Conductor track jenkins_job_layout_20260916.

Migrates the pingcap/tidb-tools slice to the one-folder-per-job layout.

Generated by:

scripts/migrate-jenkins-jobs.sh --apply --only pingcap/tidb-tools

Included: job folders under jenkins/jobs/ with dsl.groovy, Jenkinsfile and pod templates; references rewritten to repo-root-relative paths; old jobs/ and pipelines/ paths kept as relative back-compat symlinks.

Validation: .ci/check-jenkins-job-references.sh --root . --quiet passes on this layer.

Base: feat/jl-tikv-copr-test. Merge bottom-up in the stack; staging syntax validation and replay should be run before promoting.
