Raises the node-cli template with typecheck, smoke coverage, runtime config, and npm pack manifest validation.\n\nValidation: ./scripts/self-test.

The node-cli template and toolbox self-test now include typechecking, smoke coverage, and tarball manifest validation so generated packages catch publish drift before release.
