All documentation rules replaced with test placeholder
The entire rules-compact.md file content (~225 rules documenting Effect-TS patterns) has been deleted and replaced with a single test placeholder: - **Test Rule**: A test rule description. This change is unrelated to the stated Dependabot dependency bump and appears to be accidentally committed test code that would delete all the documentation if merged.
