更新 Linux/amd64 Dapper 的 Go 1.27.2 pin，同步 validation／CodeQL／security workflow、validate gate 與 0.39.8 candidate 文件。此 diff 未修改 driver 或 provisioning runtime 程式。
既有驗證：既有 Linux/amd64 producer 資格收據記錄 build、validate、package 與成品讀回通過；不是完整 CI。
驗收邊界：PR checks 尚待本輪 GitHub 結果；不宣稱完整 CI 或產品驗收通過。相應 Server 原生產品驗收仍 pending，沒有發布 tag／release 或部署。
整合注意：此 pinned source branch 目前落後 main 1 commit；本 PR 保留已驗證來源，尚待審核整合，未自行 rebase。
