The OVS Rules of Engagement (The License)

By applying the OVS Veracity Badge to any political claim, the claimant (the political party, PAC, or individual) enters into a legally binding licensing agreement. Misuse of the badge is not prosecuted as "political lying," but as Trademark Infringement and Fraudulent Certification.

1. The Burden of Proof (Immediate Availability)

The claimant must provide the supporting data immediately upon publication. There is no grace period. The proof must be embedded in the ad's metadata (via the OVS Schema) or linked directly via a permanent URL. If the proof is not accessible, the claim is automatically in violation.

2. Objective Data Requirements

All claims bearing the OVS badge must rely on verifiable, objective data.

  • Banned Practices: Cherry-picking (e.g., using a 3-month economic window to prove a trend while ignoring a 5-year baseline), omitting vital context, or using proprietary/secret economic models.
  • Approved Sources: Data must be sourced from recognized, neutral authorities (e.g., Danmarks Statistik, Ministry of Finance, IPCC, independent peer-reviewed academia).

3. Symmetrical Retraction (The ROI Penalty)

If an independent arbitration panel (or automated open-source audit) definitively proves the claimant violated Section 2, the claimant agrees to the Symmetrical Retraction Protocol:

  • The claimant must immediately cease broadcasting the original ad.
  • The claimant is legally bound to purchase Corrective Advertising. This retraction must use the exact same micro-targeting parameters and budget as the original ad to ensure the exact same users see the correction.
  • Failure to execute the retraction results in massive financial penalties and a permanent ban from using the OVS Badge.

Section 4: Predictive Claims and Forecasting

When a claimant uses the OVS Badge on a forward-looking prediction, the following rules apply:

  • No Deterministic Phrasing: The claim cannot be stated as an absolute future fact (e.g., "This will happen"). It must be stated as a projection.

  • Methodology Registration: The claimant must log the exact predictive model used (e.g., Finansministeriet's MAKRO model, IPCC climate projection models).

  • Input Transparency: The claimant must publicly provide the exact variables and assumptions they fed into the model. (e.g., "We assumed a global oil price of $70/barrel").

  • Confidence Intervals: The published proof must include the model's margin of error.
