Adds the sample spreadsheet that the Mapper's empty project list offers to new users (OpenConceptLab/oclmap#103), so it can change without a Mapper release.

• The Mapper downloads it from https://raw.githubusercontent.com/OpenConceptLab/ocl-docs/main/docs/source/oclmap/samples/mapper_sample_lab_tests.csv. An edit merged to main reaches users within about five minutes, GitHub's cache time.
• If that download fails (a network that blocks raw.githubusercontent.com, or the file has moved), the Mapper falls back to the copy it bundles. Keep this path stable: if the file moves or is renamed, users quietly get the bundled copy instead.
• The content is the same 10 lab tests as oclmap's public/mapper_sample_lab_tests.csv, with code, name and specimen columns.
• Sphinx builds only .rst and .md files, so this file doesn't change the docs build. The Mapper docs can link it later.

Merge order doesn't matter: until this is on main, the Mapper uses its bundled copy.

Tested in the Mapper with the change proposed on OpenConceptLab/oclmap#103: until this merges, the GitHub request returns 404 and the Mapper downloads its bundled copy; with the file served from GitHub, the GitHub copy downloads.
