test(vhub): add Go release verification template

Summary

Add a comprehensive AirGradient Go V1 manual release-verification template and establish VHUB maintenance guidance so observable firmware behavior stays covered during review.

Changes

• Add 64 Go V1 verification scenarios covering onboarding, sensors, BLE, local and cloud interfaces, storage, power, reset, and OTA behavior
• Document VHUB template scope, stable test IDs, revision updates, and maintenance expectations
• Add VHUB review requirements to the repository workflow and documentation entrypoints

Validation

• Validated Go.vhub.json syntax and confirmed 64 unique V1 test IDs
• Ran git diff --check
• Ran pre-commit checks for all changed files
• Firmware builds and host tests not run; changes are documentation and manual-QA templates only
