Power handling considerations

Our strategy will be to 1) always be balancing the cells, and 2) select bypass current and resistance based on having 12 hours to balance the batteries (i.e., at night). If we cannot keep the batteries at the same state of charge (SOC) after each recharge throughout the day, then we will modify 2) to reflect actual imbalance.
