Updating fates tag with various tiny patch and btran fixes plus updated parameterfile with increased mortality

Description of changes

Bringing in updated fates tag sci.1.92.5_api.46.0.0_nor_sci6_api2 which includes various tiny patch related fixes trying to make sure they can both be terminated and do not crash btran code.
