Add [nosep] option to the list command and ability to include a table of contents in the news class.

Users sometimes want to remove the line spacing between the items in a list for compactness. The enumitem package provides this functionality via an option passed to the list. This pull request allows passing an optional [nosep] option when defining a list that removes the line spacing between items. Advanced users could use this to pass additional options to the list.

Added the ability to include a table of contents in the news class. Users may adjust the depth of the headings included in the table of contents with the \tocdepth{} command, where is the heading level to include in the contents. For example, \tocdepth{hhh} sets the table of contents to include all headings down to the \hhh level. The default is \tocdepth{hh}.
