Draft validation surface for the frozen Generation-10 / V8.1 system map.
This is not conventional package CI. It turns the system map into an executable Action topology:
Canonical contract retained from the frozen full-system document: 91 public Powers, 9 Frappe lineages, 83 Format profiles, 112 Partner Commons profiles, 82 deep-promoted specialties, 410 ActiveClosure projections, eight conservation laws, and the semantic→execution→kernel witness→receipt→evidence→replay completion chain.
Authority is deliberately bounded: contents read, observe-only, no paid provider/model calls, no external partner mutations, no release/deploy/merge effects.
This PR exists to let Actions attack the Action design and expose real topology/build/test debt before any merge.
