Resolve launcHER.CNF beside renamed ELF

What changes

• Quickboot no longer replaces the launched ELF extension with .CNF.
• When launcHER is entered through an ELF path, it always resolves launcHER.CNF in that ELF's directory.
• Renamed copies such as Soul Blade.ELF can therefore use a constant launcHER.CNF.
• Explicit CNF/CFG paths remain honored as supplied.
• README and shipped CNF template document the OPL APPS layout and credit Eliminator for the refinement.

Example:

+OPL/APPS/Soul Blade/Soul Blade.ELF
+OPL/APPS/Soul Blade/launcHER.CNF

This removes filename coupling while keeping the configuration local to each OPL APPS directory.
