- Adds intermediate entity for controlling monograph identifiers that are downloadable
- This entity serves a special purpose as it allows having monograph publisher identifiers that serve dual purpose: part of the associated identifiers may be associated directly to publication manifestations and part of the identifiers may be provided to external actor to be managed outside of the identifier services system
