If set to non-zero, enable debug info generation by default when compiling
kernels and device functions, as if ``debug=True`` were passed to the
:func:`@cuda.jit <numba.cuda.jit>` decorator. A ``debug`` argument passed
to the decorator takes precedence over this variable. Since debug info
degrades performance, ``opt`` should be set to ``False`` when this
variable is used. The default is 0 (debug info disabled).
