This PR synchronises the spatched
nvml.hfile with the output of amake bindingsrun from a Linux x86 box. Going forward, allnvml.hupdates should be made in a manner that is consistent with the Linux x86 architecture.The long-term fix here would be to add a CI check to ensure that the committed nvml.h and auto-generated go code are in sync with what's expected.
