fix: preserve known runtime states in health reports - #600
When a runtime is unavailable, the health report now keeps any stopped or failed state that NeMo Fabric already knows. Previously, the report replaced that known state with unknown.
Details
For example:
What NeMo Fabric already knows
Previous runtime.state
New runtime.state
The runtime was stopped
unknown
stopped
The runtime failed
unknown
failed
The overall health result still says unknown, with reason runtime_unavailable, because a live health check cannot run. Keeping the known runtime state gives callers more useful information about why the runtime is unavailable.
These checks leave the runtime unchanged and return no agent health observations. Tests verify the reported state and confirm that the check never calls the agent's task or stop methods.
No API or configuration changes.
Validation
just test-python on macOS with Python 3.14: 3,236 passed, 154 skipped.
Focused runtime health tests after rebasing: 17 passed.
Formatting, Ruff, pre-commit, and patch checks passed.
GitHub CI: Python, Rust, TypeScript, and repository checks passed.
Where should the reviewer start?
Review RuntimeServer._check_runtime in sdk/python/nemo-fabric-runtime/src/nemo_fabric/runtime_server/state.py, then tests/python/runtime_server/test_runtime_checks.py.

Summary by CodeRabbit
Bug Fixes
Reports now preserve a known stopped or failed runtime state when a runtime is unavailable. Failed runtimes show activity as unknown; stopped runtimes show activity as stopped.
Unavailable runtimes return no agent observations or health checks. These reports do not indicate whether agent child processes have exited.
Documentation
Clarified how unavailable runtimes and stopped or failed states appear in reports.
No actionable comments were generated in the recent review.
Walkthrough
Unavailable-runtime reports now preserve known stopped or failed lifecycle state. Tests verify report contents and confirm that checks do not invoke or probe the runtime. The README describes the report and clarifies that lifecycle records do not confirm child-process exit.

Unavailable reports identify stopped runtimes as stopped and failed SDK runtimes as failed with unknown activity. Tests cover these cases and missing runtimes. The README documents the report fields and their limits.
Unavailable reports preserve known lifecycle states. No material merge-blocking risk was identified.

Full details: Description check
Explanation
The description fills the template's Overview, Details, Where should the reviewer start, and Related Issues sections, plus the checklist. It explains the behavior change: an unavailable runtime keeps a known stopped or failed state instead of reporting unknown. The overall health result stays unknown with reason runtime_unavailable. Validation results and the reviewer starting point are included. The only gap is the Related Issues line: it says 'Relates to #420' rather than using a closing keyword, which is acceptable because the template allows Relates to. The description is complete enough to pass.

- Do not add `pytest.mark.asyncio` to any test. Async tests are automatically detected and run by the async runner; the decorator is unnecessary clutter.

Relates to fabric-agent-ctl: read-only status command for the owned runtime #420. Looking up an existing runtime and retrieving its connection details remains separate work.
