The isolated external-PR harness passes, and this is a docs-only change, but it is not semantically ready for main. The patch removes the README sentence that defines canonical settlement evidence, joins the replacement text to an unrelated paragraph, and does not deliver any QA-00 through QA-11 research artifact, outreach evidence, reproducible benchmark, or adoption record required by #381. Please restore the settlement paragraph. Then either (1) contribute one concrete #381 workstream as a stable artifact with its claim, sources, reproducibility steps, limitations, and contribution terms, or (2) retitle and re-scope this as a narrow documentation PR with a justified placement and a test such as cargo run -p cli -- docs-contract-check. #381 is explicitly unfunded and unclaimable, so this review is code-quality feedback only and is not bounty acceptance or payment approval. Your existing branch can remain open for the revision; no collaboration branch is needed.
